Melt margarine in medium saucepan over medium heat.
Add onions, peppers and garlic.
Cook and stir until onions are tender, about 7 to 10 minutes.
Add remaining ingredients; blend well.
Bring to a boil.
Reduce heat; simmer, covered, 10 to 15 minutes.
