Trim excess fat from beef steak.
Prick beef with fork in several places.
Mix 1/4 cup oil, the vinegar, sugar, oregano, chili powder, garlic powder, salt and pepper in ungreased square baking dish, 8 X 8 X 2 inches.
Place beef in dish, turning once to coat both sides.
Cover and refrigerate at least 8 hours, turning beef occasionally.
Heat oven to 325 degrees.
Wrap tortillas in aluminum foil.
Heat in oven about 15 minutes or until warm.
Remove tortillas from oven; keep wrapped.
Remove beef from marinade; reserve marinade.
Set oven control to broil.
Broil beef about 3 inches from heat about 8 minutes or until brown; turn.
Brush beef with marinade.
Broil 7 to 8 minutes longer or until medium doneness.
While beef broils, heat 2 tablespoons oil over medium-high heat.
Saute onions and bell peppers in oil 6 to 8 minutes or until crisp-tender.
Cut beef diagonally into very thin slices.
For each serving, place beef, onion mixture, picante sauce, cheese, Guacamole and sour cream in center of tortilla.
Fold 1 end up about 1 inch over beef mixture; fold right and left sides over folded end.
